Europe experienced widespread relief on Monday, as the diplomatic emergency triggered by the presentation of a new 28-point plan for achieving ceasefire appeared – momentarily – to have been stabilised. A senior US official spoke of "substantial progress" after bilateral negotiations in Geneva. On Monday night, Moscow made its retaliation: another massive barrage of missile and drone strikes on Kyiv.
The Cycle of Diplomacy and Destruction
The sequence of contrasting events captured the harsh reality of the current period. By day, diplomatic battles are fought: hopeful statements are released from different nations. Significant resources is devoted on restraining certain initiatives. By night, Moscow forcefully demonstrates the world that, for them, conflict continues to be the primary tool for achieving "resolution".
After-Dark Attacks
As military strikes developed into the early hours of Tuesday, the immediate reality of Ukraine's exposure was laid bare. Ukraine is capable of detecting projectile deployments from across the border, a capability enabled by current data. From vantage locations, defense planes that had been deployed to intercept incoming guided weapons flew past – sophisticated military planes delivered to Ukraine by European allies.
Shortly after, Kyiv's anti-aircraft weapons activated: multiple launches deployed against a Russian ballistic missile. This was a advanced protection mechanism at work, probably supplied through allied countries. Every deployment jolts you unexpectedly, causing tremors. The moment of terror quickly gives way to grim resignation: possibly the hostile projectile won't hit its mark this time, protecting urban areas from devastation and another blackout.
Continuous Dangers
Not long after, a large-caliber weapon engaged a drone in the vicinity, part of a mobile-fire group – most likely Western-made equipment. Sadly, the projectiles didn't strike the opposing UAV – it maintained course toward its target.
Periodically, this carried on until dawn. Kyiv greeted the early updates: seven people killed, destruction and infrastructure problems in multiple buildings as a result of the night's assault. As customarily, everyone still continued their routines – enduring hostilities. But those full day encapsulated Ukraine's essential dependence on Western support – a dependence that regional partners are demonstrably unable to substitute in the short term.
Ineffective Peace Efforts
The comprehensive proposal from American leadership generated strong feelings, discussion and deep concern – and temporarily diverted attention from Ukraine's major integrity crisis in years. Yet, we have experienced comparable situations, after prior negotiation attempts and international summits.
Every new proposal from US leadership unfolds according to the consistent cycle: a political offensive against Ukraine, which Kyiv, with allied governments, manages to fend off. They stabilise the situation but never actually win the battle. This pattern will, certainly, endure.
Tactical Assessments
It is convenient to criticize specific actors of persistently promoting Moscow's conditions. But that does not seem to be the entire situation. American leadership functions according to a principle understood by experienced diplomats: you cannot win at the negotiating table what you have lost on the battlefield. The American government believes that it is impossible to compel Moscow to relinquish the land that it currently occupies in Ukraine's occupied territories.
The problem is that while recognising this factual reality, American administration does little to discourage Russia, through words or deeds, from thinking that the current condition will not evolve additionally in its benefit in the near future.
Opposing Positions
Therefore, Moscow is certain that time is on his side – that Ukraine and its partners are coming close to fatigue. Their incentive to agree to terms that does not give them the largest achievable advantage is close to zero. There may be numerous efforts to achieve ceasefire, but they will persist as long as Russia's leader remains completely certain in the conclusion.
On the contrary, Ukraine's government believes that Ukraine can still persist, slowly losing lives and land but averting a complete military breakdown until situations evolve in its benefit.
Present Conditions
Objectively, there are no genuine requirements for a ceasefire. Now, subjective factors are coming into play: leadership ambitions to broker a ceasefire and achieve global acclaim, and Kyiv's dual difficulties – on one hand, not to alienate a key ally, and on the other, to mobilize citizens around the country's interests against any proposal Kyiv finds unworkable, so that their priority does not switch to internal issues. And although their mission will now be considerably more difficult after current events, it remains highly unlikely that this will modify their basic position.
These opposing factors are influencing discussions.
Conclusion and Outlook
It took a mere seven days to kill the suggested clauses of the most recent proposal. Assertive and inconsistent approach of the matter by US administration, pushback by Ukraine and the rest of Europe, along with calming attempts of representatives, and finally, current information leaks, all did their job.
While new plans based on established approaches are forthcoming, Kyiv, London and other allied nations should draw one fundamental conclusion: Ukraine and Europe will only be able to counter political attacks from Washington that are based on Russian demands and reflect particular unwillingness to modify developments, if they stand together and strengthen their defence capabilities at a significantly accelerated rate. If they do, neither political nor armed coercion will be able to break them. In the meantime, Ukraine's capacity to counter nocturnal attacks will, for the foreseeable future, largely rely on ongoing international assistance.
