UK Councils Intend to Sell Off Social Clubs and Leisure Facilities to Balance Books

According to a new study of local authorities, UK councils are planning to offload community centers, athletic facilities, and shopping arcades as they bet on a rapid disposal of properties to stabilize finances.

Increasing Financial Pressures Drive Asset Sales

The Key Cities Group representing major urban areas in the UK stated that six out of ten of local authorities are intending to dispose of properties to cover the rising costs of adult and children’s social care.

Councils have previously faced criticism for disposing of public land and open spaces to shore up their budgets, but they contend they must continue to raise vital cash from property disposals or face insolvency.

This coalition said that a significant number of councils seeking to raise money from a quick sale of holdings represented “a distinct shift from 2024, when the majority (six in ten) of local leaders said they would focus on service redesigns and utilising savings to manage increasing financial challenges.”

Detailed Cases of Proposed Sales

One local authority in Kent announced its property management strategy featured the disposal of a retail complex in a local town and a community venue in another town to generate £20m over five years.

  • A local golf course and business parks owned in Worcestershire and Suffolk, which all provide rental income for Medway council, will additionally be sold under the strategy.

Council Tax Increases and Broader Financial Strains

This research of local authorities in the key cities group, which includes several urban centers, further found that over seven in ten of councils will need to increase local levies next April to cover the rising cost of essential services, increased rates of housing insecurity, and a longstanding accommodation deficit.

Medway council said it will proceed with property disposals after steep rises in the cost of children services, support for vulnerable learners, adult social care, and short-term housing.

“We are taking creative strategies but certain measures require time to achieve both improved services and financial savings,” stated a council leader.

He continued: “We face demographic pressures which will persist to add to the strains we have. As a local government body, we had a 91% cut in our revenue support grant from 2010-24, which is extremely difficult.”

National Trends and Forecasts

A survey of regional authorities recently further found council budgets being strained by the increasing figures of children and older individuals requiring special educational assistance.

A network of councils said that council deficits will reach £4.4bn a year by 2029, as they grapple to manage rising needs.

Ministers have delayed scheduled changes to the Send system until next year after a policy document outlining those changes was recently delayed.

Disadvantage and Financial Gaps

Based on the latest deprivation measures (IMD) for UK local authorities, several participating urban areas were among the most deprived in England.

  • “Member cities like several major towns place in the most deprived 30 across the country under the latest deprivation indices,” noted the study.

“Although only a single urban area is in the top 10 for disadvantaged communities nationally, cities are much more prone to be in the most deprived fifth of the nation. The figures underscores the extent of challenges confronting local leaders across key cities in the coming year,” the report added.

“Council officials have been clear about the need for a fair and sustainable funding system that accounts for and responds to the actual extent of disadvantage and demand,” said a council leader.

“Without this, councils will persist to face difficult decisions around which vital provisions to fund, and which to cut, to the detriment of their communities.”

One in five of local authorities have cut or compromised social care provision in the last year, the study revealed.
